What does a construction & cis specialist actually do?

Construction has its own tax system: under the Construction Industry Scheme (CIS), contractors deduct 20% from registered subcontractors' payments (30% if unregistered) and file monthly returns, while the VAT domestic reverse charge changes who accounts for VAT on most construction supplies.
